MEASURING THE STRATEGY FOR SOCIO-ECONOMIC DEVELOPMENT OF THE RUSSIAN ARCTIC ZONE

The object of the study in this article is the Strategy for the development of Arctic zone. The article aims to propose a methodology for formalizing a regional strategy, create a model of a strategy for the socio-economic effective development of the Russian Arctic zone, and carry out a comprehensive evaluation of this strategy using the example of three regions.

The source of the initial data became the indicators posted on the official website of Federal State Statistics Service, and the periodical “Russia in figures” of 2015-2018. The research method consists in creating a guideline model (model-reference direction) of the strategy as applied to the strategy of socio-economic development of the Russian Arctic zone, which allows obtaining its integral assessment.

The formation stages of the strategy model are presented. Three groups of indicators of socio-economic development of the Russian Arctic zone are defined to reflect the goals and objectives stated in the “Strategy for the development of the Arctic zone of the Russian Federation and national security for the period up to 2020”. The Strategy guideline model is created and justified. The integral evaluation of the Strategy implementation in three regions of Russian Arctic zone is calculated and analyzed. The possibilities and advantages of using the strategy dynamic standards for assessing its implementation level, as well as identifying problematic aspects that provide directions for further improvement of the strategy management are demonstrated. Calculations showed that in none of the regions under consideration the strategy as a whole was taken under control, and the problems in each of the regions are set out.
