Abstract:
In the “Maritime Doctrine of the Russian Federation for the period until 2030” and in other federal documents, the task is set to develop the structure of the rescue fleet vessels: “to ensure timely restoration and renewal of the rescue and rescue fleet vessels”. Prospects for the development of the rescue fleet and the requirements for rescue vessels will largely be determined by variety of views on the formation of a search and rescue system (SRS) for maritime activities (MA) in the Arctic zone (AZ) of the Russian Federation (RF) as part of a federal search and rescue system (FSRS) at sea, which is a combination of functionally interconnected aids and means, government bodies, regulatory, organizational and technical measures, actions, and also search and rescue, diving, deep-sea, ship-raising, underwater technical and other works. The analysis results of the rescue fleet development in the AZ of the Russian Federation are presented, taking into account the key issues of the SRS MA formation in the Arctic and the improvement of the main elements of the FSRS at sea. The current view on the development of the search and rescue vessels and their rescue equipment in the Arctic are considered. The article provides information on the problem issues of the SRS MA elements’ development and the justification of requirements for search and rescue vessels. The proposals for a comprehensive solution to the problems considered are formulated. Current view on the development of the rescue fleet in the Arctic confirms the need to increase the level of coordination of federal executive bodies in addressing the development of departmental rescue services, as well as more fully implementing an integrated approach in the process of developing and implementing the unified technical policy when creating a rescue fleet. Among priority measures in forming the unified technical policy for the creation of the SRS MA aids and means, harmonization of requirements for search and rescue vessels, updating the FSPS legal framework, creation of common basic qualification requirements for the training of marine rescuers of various levels should be a Concept for the development of the FSPS at sea, and in the near future - Regulations for operating procedures of the FSPS at sea, approved by the Government of the Russian Federation.
