ARCTIC SPECIFICS OF FOOD SUPPLY AND DEVELOPMENT OF AGRICULTURE OF THE EUROPEAN NORTH-EAST OF RUSSIA

The Arctic and subarctic territories have various natural resources. Successful development of them depends on good nutrition of various national groups. Undertaken reforms were followed by reduction of providing population of this zone with biologically full-fledged local food. In the article the content of the state food security is considered. Principles including food independence, physical and economic availability of safe food are basis for management of food security. Unacceptable of concept of food independence in relation to region is proved. Unacceptability of use of food independence concept in relation to region is proved. The specifics of food security of the Arctic and subarctic territories on example of the European North-East of Russia are revealed. It is caused by low food self-reliance, dependence of providing population with food on import, weak security with biological resources. Condition of agriculture is considered in the years of rather stable development (1970—1980) and during reforms. Negative impact of market transformations on production of agrarian production and food self-sufficiency of population are shown. The concept of food supply of population of explored territories is proved. It’s based on building up their own agricultural production, creation of surround food bases, on food supplies from agricultural regions of Russia. Strengths and weaknesses, opportunities and threats to development of agricultural sector are studied with the SWOT-analysis. Main directions of increase self-sufficiency level by food are offered. The role of agrarian consultation in agriculture development is investigated. Social and economic prerequisites of system creation of agricultural consultation are considered. Place and role of agricultural consultation in development and transfer of innovations in agrarian production are shown. Directions of agricultural consultation are offered. Recommendations and suggestions can be used in working of agriculture development program and fishing sector of the Arctic.
