Abstract:

The article considers development problems of managerial decision support tools within the bounds of crisis situations in socio-economic area for information and analytical support of regional situational centre functioning in the Arctic region of Russian Federation. An intelligent information-management system framework for regional security support of Murmansk region has been developed. System design problem statement, system architecture and operation algorithm, information source structure have been represented. Methodological and modeling toolkit for system kernel functionality implementation has been proposed. Technologically, the system has multi-agent implementation and use software agents for information monitoring, acquisition and processing on heterogeneous factors impact on regional components and subsystems condition. The system toolkit allows simulation scenario spectrum extension of the regional crisis situations. That provides enhancement of information probability and validity of managerial decision-making. Capabilities for simulation environment operational adjustment by the management problem specific characteristics and computing experiment high variability implementation within the system have been provided. System application allows behavior dynamics of security actors analysis within the bounds of different situations and provides joint activity coordination on the step of operating control and strategic planning of crisis management arrangements in the socio-economic area.
