Abstract:

The article outlines the legal basis and possibilities of organizing ethnological monitoring of industrial activities in the Republic of Sakha (Yakutia). The author pays special attention to the analysis of traditional knowledge and customary norms of indigenous communities when performing ethnological expert assessment and monitoring. The carried out interdisciplinary study at the intersection of social and legal anthropology, enables examining international law, national and regional legislation in the field of protecting the rights of indigenous peoples through analysis of the current situation of indigenous peoples and their quality of life. The author describes legislative initiatives and adopted regulatory documents in the Republic of Sakha (Yakutia), bases on field research materials in various regions of the Russian North and the Arctic, as well as on expert work experience in the relevant committees of the State Duma and the Federation Council of the Legislative Assembly of the Russian Federation. In preparing the monitoring proposals, the researcher studies the Sakhalin Energy policies. She considers ethnological monitoring as a feedback mechanism in the interaction of the main stakeholders of environmental management in the Arctic: industrial companies, the state and civil society (indigenous peoples). Basing on the analysis of the collected data, the author suggests possible subject and methods for conducting ethnological monitoring of the industrial development impact on indigenous peoples in the Republic of Sakha (Yakutia). She offers suggestions on the monitoring organization and indicators for evaluating the activities of companies during its implementation (implementation of recommendations for ethnological expert assessment, availability of special policies, employment programs, complaints procedures, etc.).

When writing the article, the author used materials of the research work of Ethnoconsulting LLC, commissioned in 2019 by the Academy of Sciences of the Republic of Sakha (Yakutia).
