Abstract: Approaches to environment impact assessment (EIA) under the vigorous economic activity in Russia and Norway are considered in the article. There is a description of the EIA systems in these countries. The Russian environment protection legislation (laws, instructions, and methods) is considered in more detail. There is also a conclusion about need of standardization of main technical approaches and validation of normative status to regulate the legal issues in environment protection under the conditions of common Europe.
