Abstract:
The article considers development issues of the Arctic Center for advanced research and security support in the Murmansk region. The concept and functional structure of the Center, based on the use of the contingency approach, state-of-the-art cognitive information technologies and tools of simulation and expert modeling, are proposed. The Center conception and functional structure based on application of contingency approach, information technologies and simulation-expert tools have been proposed. The Center provides information and analytical support for the development of programs for complex interdisciplinary research of objects of various nature and scale to support management decision-making on security in the context of regional crisis situations. The functioning model of the Center and its integration into the system of distributed situational centers of the Russian Arctic zone are discussed.
