Abstract:

Socio-economic importance of the Arctic and subarctic territories of the Komi Republic with the most uncomfortable conditions for life, justifies urgency of providing the population with reliable and efficient utility infrastructure. A comparative analysis of the major types of life support systems (heating, water, wastewater) compared to average figures in the Komi Republic. It is shown that the availability of the main types of utilities for of urban territories are high (85-100%) and in rural areas is very low (1-16%). The specificity of the economic activity defines the amount and structure of water use. For production needs varies from 73 to 95% water is used. Over the past decade the dramatic reducing the dynamics of water consumption in the subarctic regions is marked in all spheres of economic activities which is typical for all utilities. The water consumption of the urban population is close to the rational level 84-152 liters per person per day. There is a problem of high differentiation in specific water consumption of urban and rural population as a consequence of poor water utilities availability in rural areas. The changing nature of water use in the subarctic regions has led to the problem of inefficient use of capacity of municipal infrastructure and consequently, to higher costs per unit and total utility costs. The urgency of the problem of public resources metering to rationalize their consumption and reduce commercial losses organizations is stated. The results of the analysis identified key problem of public utilities — reducing the volume of accumulated depreciation due to capital repairs to a level ensuring normal operating conditions and the quality of public services. The integral state estimation of municipal infrastructure has shown the significant share of the environmental factor in the structure of indicators. It is influenced mainly by the presence of sanitary protection zones of the water sources and the quality of water in them. The factors in the integral evaluation emphasizes the importance of protection of water sources from pollution and ensure the standard quality of drinking water in the subarctic regions. The problem of unprofitability and low efficiency of communal organizations, due to under-funding and inefficient use of equity is stated. The main directions and program of activities for the development of municipal infrastructure of the subarctic area is presented. The conclusion about insufficiency of efforts and the need for state support is stated.
