Abstract:

At the moment Russia is implementing transport projects in Arctic zone, which are strategically valuable and play an important socio-economic role in the development of the regions. The article analyses current state of traffic infrastructure in Arctic zone of Russia as well as its correspondence to the key strategic goals of the country. Development specifics of transportation system in Arctic zone of Russian Federation is resulted from land and water areas integration, marginal (bordering) district location and access to the seas of the Arctic ocean — being in its turn a competitive advantage. However, at present level of transport system in Arctic zone of the Russian Federation hasn’t completely faced the set strategic challenges. Besides objective factors like long-distance transportation and difficult climatic conditions, technology and structured gap in transport system development as well as weakness and unequal distribution of transport infrastructure have negative impact. Based on the risk assessment research, risk — contributing factors, which influence on transport projects conduction, are uncovered and classified. Moreover, risks of transport system development in the Artic land are presented. Risk system, determining an opportunity of adverse events exposure, includes: natural, ecological, transportational, financial, commercial, organizational and management, political risks. The defined risks are interrelated and interdependent while its exposure (both occasional and determined) could lead to revaluation of financial risk. In the present context complex and system analysis of risks is needed. Such analysis will assure search of optimal conditions and requirements of transport potential usage and development in Arctic region. Risk analysis should become a tool, which helps to reach the set goals, fundamentally increasing the effectiveness of transport AZRF projects implementation and finally lead to balance between reduction of probability of negative events/ outcomes and escalation of their performance in socio-economical frame.
