Abstract:

The article considers the concept of “sustainable development”. The article also covers types, purposes and particular qualities of sustainable development. In addition the article covers the stages of promoting the concept of the sustainable development. The content of the article includes information about main documents, which underlie the concept of sustainable development: Brundtland Commission Report, United Nations Resolution of the 25 September, 2015, the Paris Agreement and others. The article reflects the concept of the important documents of the policy of sustainable development in the territory of Russian Federation. The article underlie the necessity to adapt modern methods for achieving the goals of sustainable development through an integrated approach, taking into account the economic, social and environmental factors in the development of the Arctic zone (AZ). A comparative analysis of different assessment systems and indicators for four types of sustainable development was conducted: economic (financial), social (socio-cultural), political and institutional sustainability and environmental sustainability. The content of the article includes methods for assessing the sustainable development of economic systems using integrated indicators developed by international communities such as the United Nations, the World Bank, the Wildlife Fund, and some domestic authors. To achieve the goals of sustainable development, it is proposed to use a balanced scorecard (BSС), which would align to a set of existing indicators in accordance with the goals and strategy of sustainable development of the territories of the Arctic Zone. The developed Balance Scorecard System of sustainable development in the Arkhangelsk region is presented for four projections: financial component, internal and external market, infrastructure and innovation, development and modernization. The article also covers results on the similarity between the regions of the Far North-the Murmansk and Arkhangelsk regions.
