Abstract:

The study of the living standard and its territorial disparities in the Russian Federation, particularly in terms of socio-economic development in the Arctic region, is currently underrepresented in Russian academic discourse, including with regard to methodological approaches to the issue. The study objective is to develop and validate a method for assessing and equalizing living conditions in Russia based on planning the growth in well-being, which characterizes the living standard. To achieve the goal, the author has employed the system analysis tools, namely his own modification of the dynamic standard method using rank correlation coefficients. The calculations have used 32 actual and 1 empirical indicators to assess the socio-economic systems of the regions in the Russian Federation in comparison with an idealized standard. The results have shown that, in general, the living standard in the Arctic region is slightly lower than the all-Russian average, with the exceptions of the Yamalo-Nenets, Nenets, and Chukotka autonomous districts, where systemic socio-economic problems have been identified. Additionally, some imbalances have been revealed in the Murmansk and Arkhangelsk regions.
